Introduction Course to EU Water Policy and Legislation

Participants will be made familiar with development and principles of EU water policy, the decision-taking and implementation/scrutiny process, governance at EU level (openness, transparency, citizens' right on access to documents; rights of complaint and petition), as well as the key legislative elements of EU water policy and their implementation.

Target Audience

Persons working for:

  • Governmental and advisory bodies, experts, planners and other practitioners at local, regional and national level involved in water management and water protection;
  • Industries involved in planning, permitting, monitoring and analysis;
  • Research and training institutions, consultants involved in the water sector;
  • Water utilities and management associations in the waste water and drinking water sector;
  • Non-governmental organisations and stakeholder bodies involved in the water sector;

Further information

In order to heighten the gain of the course, all participants will be expected to contribute actively with questions and comments during both sessions.

Following the online course participants will also get the possibility of downloading a comprehensive documentation of the issues presented (policy documents, legislation, implementation reports and court judgments).

A certificate will be sent out to all participants attending both online sessions.

 

Program

SESSION 1

  • Development and scope of EU water policy (general - from the Rome Treaty 1957 to the European Green Deel 2020:
    Development and scope of EU water policy (individual elements of legislation);
  • EU institutions and governance:
    decision-taking process within the EU; implementation and scrutiny of EU water policy; EU legislators (European Parliament and Council), European Commission, Court of Auditors; Court of Justice of the EU; types of EU legislation and geographical scope of its application;
  • Water Framework Directive: Objective, key elements, state of play of implementation, links to and inter-relations with other water legislation (waste water, nitrates, industrial pollution); case-law by the Court of Justice on legal clarification;
  • Water Reuse Regulation:
    Reasons for Regulation, quality criteria for water to be reused;

SESSION 2

  • Drinking Water Directive:
    scope, objectives and principles, implementation, with focus on the new Drinking Water Directive, including jurisprudence of the Court of Justice;
    sources of drinking water and quality of drinking water across the EU;
    leakages in distribution networks;
    price and affordability of drinking water, with examples; water as a human right at EU and United Nations level;
  • EU waste water legislation:
    Urban Waste Water Treatment Directive and Industrial Emissions Directive:
    scope, objectives and principles with focus on treatment objectives, industrial waste water and stormwater overflows;
    implementation including jurisprudence of the Court of Justice;
    state of play of waste water treatment across Europe with examples;
    ongoing revision of the Urban Waste Water Treatment Directive since 10/2022; ongoing revision of the Industrial Emissions Directive since 4/2022; links to and inter-relations with other water legislation (Water Framework Directive, bathing water and nitrates legislation);
  • Nitrates pollution from agriculture:
    the Nitrates Directive: scope, objectives and principles, state of play and implementation including jurisprudence of the Court of Justice;
    nitrates pollution of European groundwaters and surface waters with examples; links to and inter-relations with other water legislation (Water Framework Directive and Marine Strategy Framework Directive, waste water and nitrates legislation);
  • Openness and transparency, citizens‘ rights:
    constitutional principles;
    legal right of access to documents;
    right of complaint to the European Ombudsman about EU institutions;
    right of petition to the European Parliament;
    right of complaint about alleged breach of EU legislation by national institutions; European Citizens‘ Initiative.
  • Bathing Water Directive:
    scope/objectives/principles, latest results on bathing water quality monitoring across Europe; links to and inter-relations with other EU water legislation;

The course will take place online via Zoom on January 22nd and January 23rd from 10:30 am - 13:00 pm.

Cancellation Policy (Please read carefully): Participation fee (minus 20% administration fee) will only be reimbursed if the participant announces this in writing and the cancellation has reached the registration office by January 8th.
